Friday, March 3, 2017. Representatives from the United States Agency for International Development’s (USAID) Vietnam Low Emission Energy Program (V-LEEP) and the Vietnam Textile and Apparel Association (VITAS) will gather in Hanoi, Vietnam on Friday, March 3, 2017 to sign a project assistance document which will formalize a collaborative relationship between the two parties over the next two years. The two parties (V-LEEP and VITAS) seek to work together on the common objective of developing and implementing renewable energy and energy efficiency projects in VITAS member facilities in an effort to reduce energy use and emissions in Vietnam.
The project assistance document (PAD) is an agreement to partner on a number of activities including the development and implementation of renewable energy and energy efficiency projects at VITAS-member facilities, and the training of VITAS members in energy efficiency and energy management. The partnership will also promote the sharing of best practices in industrial renewable energy adoption as well as industrial energy efficiency.
VITAS is an association of industry stakeholders in Vietnam’s textile and apparel sector. The association is composed of approximately 800 members conducting various sector activities. VITAS members have expressed an interest in improving sector awareness and capacity for the identification and development of renewable energy and energy efficiency projects in Vietnam’s textile sector.
V-LEEP is a USAID-funded project designed to assist public and private stakeholders in Vietnam in establishing an effective policy, regulatory, and incentive environment for low-emission growth in the energy sector, while simultaneously attracting investment in renewable energy development and industrial energy efficiency. The program will promote the development of critical building blocks to scale up clean energy: access to technology, access to financing, development of bankable projects, and development of a sustainable renewable energy supply industry for Vietnam. A Letter of Intent on the program was signed between USAID and the Ministry of Industry and Trade on 29/7/2016 and the program is now waiting for final approval from the Government of Vietnam in order to implement its activities. The cooperation activities between VITAS and V-LEEP under the PAD signed by the two sides will be implemented when the approval is officially in place.
