Promoting dialogue in the workplace and effective bargaining in the Vietnamese textile and garment industry

On October 20, 2021, VITAS had the 4th meeting in 2021 with the Project Advisory Committee on Promoting Dialogue at Work and Effective Negotiation in Vietnam's Textile and Garment Industry.

Update activities implemented in Q3/2021

Firstly, the project is granted an extension of additional implementation areas in the operation license of 8 provinces/cities including: Hanoi, Hai Duong, Hung Yen, Thai Binh, Thua Thien Hue, Da Nang, Ho Chi Minh City and Dong Nai.

Secondly, the project developed an animated video on good practices for responding to COVID-19 in the factory. The video has been widely shared with enterprises of VITAS and received positive feedback, helping to guide enterprises in disease prevention.

Thirdly, the parties collaborated to conduct a survey on the impact of COVID-19 pandemic on the textile and garment - footwear industry in 2021. After completing the survey research, VITAS & LEFASO organized a 4-party online dialogue program with the brands buying goods from Vietnam to solve the problem of textile supply chain disruption with the participation of more than 250 delegates and speakers from VITAS, LEFASO, Amcham, Eurocham, OECD, Institute of Technology Union of General Confederation of Labor, Ministry of Industry and Trade, Ministry of Labour, Invalids and Social Affairs, Embassy of the Netherlands in Vietnam.

Fourthly, extend the agreement for enterprises participating in Van Lam district for 2 years.

Fifthly, cooperate with H&M and 4 Dutch brands on promoting social dialogue in the work place, collective bargaining in factories supplying for brands, introduce more enterprises to participate in the project.

Sixthly, conduct a survey at the beginning of the social dialogue project within the framework of the STITCH Program (Sustainable Textile Initiative: Creating Change Together).

Proposed activities in the Q4/ 2021:

VITAS will lead the implementation of:

- Training activities on Social Dialogue for employers in Cam Giang District, Hai Duong District, Ho Chi Minh City (Thu Duc City, Tan Binh District), Dong Nai Province (Bien Hoa City, Trang Bom Dist).

- Meeting and connecting, mobilizing enterprise leaders to participate in the Project in Hai Duong, Ho Chi Minh City & Dong Nai.

- Completing a research report assessing the impact of COVID-19 on the textile, garment and footwear industry in 2021 is the basis for VITAS to continue to make appropriate policy recommendations with relevant stakeholders, to support the recovery sustainable production in Vietnam textile and garment industry.

Coordination with other organizations:

Organize a workshop to share experiences in implementing Convention 98 on the application of principles of the right to organize and to bargain collectively. Thereby enterprises can develop a plan to promote the implementation and expand trade opportunities with European enterprises to take advantage of the benefits that the EVFTA agreement brings.

Expected date: December 2021

Organize a conference to summarize phase 1 of the project to summarize and evaluate the implementation of the Collective Labor Agreement in the textile and garment industry in Vietnam to share successful results and lessons learned.

Expected date: November 2021

Develop communication/training materials: print, electronic, video, lecture in the form of powerpoint

Organize the Seminar "Impact of COVID-19 on workers in the textile – garment - footwear industry, and activities of trade unions" then make policy recommendations to support workers to return work and enterprises restore sustainable production.
