Archivement in Policies Supporting Activities of Vietnam Textile and Apparel Association

In recent years, Vietnam Textile and Garment Association (VITAS) has participating positively in PM’s Administrative Procedure Reform Advisory Council and National Wage Council, cooperating closely with VITAS members (enterprises) to research and submit to the Government, Ministries, Sections to improve the administrative procedures and policies which give the difficulties to the firms.

In details:

1. Proposal on checking the content of formaldehyde and certain aromatic amines derived from azo colorants in textile products was considered by Ministry of Industry and Trade by issuing Circular 23/2016/TT-BCT dated 12/10/2016 to replace Circular 37/2015/TT-BCT dated 30/10/2015.

2. VITAS’s proposal to authorites on cancellation of regulation that textile and gament export products printing machine importer’s top leader must have educated from printing colleges and aboved level and/or had trained in printing classes was considered by Minitry of Information and Communication submitting to the Government to publish Decree 25/2018/NĐ-CP admending Degree 60/2014/NĐ-CP to cancel the regulation on level of the printing machine importer top leader.

3. Proposal on exchainging measurement unit of knit fabric from Weight Unit to Lenghth Unit was resolved by General Department of Vietnam Customs (GDVC) with Official Dispatch 7148/TCHQ-GSQL dated 27/07/2016.   

4. On the taxable value for waste, defective products, leftover, oldfashion materials converted to domestic usage, VITAS proposed GDVC to allow importers to pay tax on selling value writing in domestic receipt instead of on the value writing in import invoice.

5. Proposal on cancellation of the regulation to request importer to declare CIS fee, DO fee, containers cleansing fee additional to import value of imported goods as well as additional collected and fined amount for the duty regulation violence recorded importers, was resolved by GDVC by Dispatch 5475/TCHQ-TXNK dated 20/09/2018.

6. Proposed Hanoi Department of Customs to cancel regulation on QR-Code labelling in every export goods bale in Noibai Airpot from 20/09/2018 due to that regulation cost much time and espenses of the exporters. GDVC had issued Dispatch 6224/TCHQ-GSQL dated 24/10/2018 to request Hanoi Department of Customs to stop abovementioned regulation.

7. For On-site export form, VITAS had proposed the authorities to allow on-site exporters to get duty exemption. GDVC had issued Dispatch 4138/TCHQ-TXNK dated 25/06/2019 on duty exemption regulation for on-site exported products.

8. Recently, Tax refund issues for extension investment projects, some cases with value up to tens billion dongs was solved by Ministry of Finance; Tax exemption for imported material for domestic processing/re-export (so many firms had to pay taxes of tens billion dongs, especially an enterprise had paid nearly hundred billion dongs) also solved by GDVC by Dispatch 879/TCHQ-TXNK dated 23/02/2021.

9. As a member of National Wage Council, VITAS and other members to represents employers to research and evaluate annual minimum wage raising impact to negotiate with representatives of state management authorities (Ministry of Labor Invalids and Social Affairs-MOLISA) and workers (Vietnam General Confederation of Labour) to ensure regional minimum wage raising up ratio in acceptable level for businesses (raising ratio for 2016: 12.4%; 2017: 7.3%; 2018: 6.5%; 2019: 5.3%, 2021: 0%). Specially upon the National Referendum of sections for amending Labor Code 2012, VITAS had cooperated with VCCI and associations in the coalition continuously organize and participate conferences, seminars, meeting with Delegations of National Assembly from cities and provinces to analyze and clarify the regulations with negative impacts to enterprises, economy and the workers.

10. When the enterprises facing with difficulties linkage with additional insurance fee collecting, VITAS had taken the action to request Vietnam Social Security to stop addition collection and ot to apply additional collection to other enterprises in the industry. VITAS had also requested MOLISA and Vietnam Social Security to support the workers in many enterprises to fulfill the retirement documents about some issues on heavy industrial and damageable to the health definition…

11. Under the unprecedent Covid-19 crises’ impacts, VITAS had issued many Oficial Dispatches to report on pandemic influences submitting to National Assembly, Government, Ministries, Sections and proposed additional supporting policies to the businesses.

On March 16th 2021, in the online General Meeting of 5 years operation of PM Working Group in Hanoi, Prime Minister Nguyen Xuan Phuc has praised the efforts of the sections’ associations, in which VITAS has a positive contribution into the PM’s Working Group implementing the activities successes. Mr. Vũ Đức Giang- Chairman gave the speech highly appreciated PM’ Working Group’s positive role and archievement helping the businesses in the textile and garment industry to come over difficulty situation.





















Following on March 17th 2021, in the Press Conference “Assessment Report on Administrative Procedure Compliance Cost Index 2020 (APCI 2020), H.E Mr. Mai Tien Dung- Minister -Chairman of Government Office, Chairman of PM’s Administrative Procedure Reform Advice Council gave The Diploma of Merit of the Minister on achievement of policies support practices to collectives and individuals with best performance in implementing activities of PM’s Administrative Procedure Reform Advice Council in the period of 2017-2020.

VITAS and Doctor Trương Văn Cẩm- VITAS Standing Vice Chairman had received The Diploma of Merit of the Minister – H.E Mr. Mai Tiến Dũng.
