Proposal on a number of regulations in the draft guidance "Safe adaptation to the Covid-19 pandemic"

Vietnam Textile and Apparel Association and 7 associations: Transparent Food Association (AFT); Food and Foodstuff Association of Ho Chi Minh City (FFA), Business Association of High Quality Vietnamese Products, Handicraft and Wood Industry Association of  Ho Chi Minh City (HAWA), Vietnam Association of Seafood Exporters and Producers (VASEP), Vietnam Plastics Association (VPAS) and the Japan Business Association in Vietnam (JCCI) have made a petition on this issue recently.

According to the associations, many provisions in the draft guidelines "Safe adaptation to the Covid-19 pandemic" are not yet geared towards living with the pandemic and this could have a great impact on the economy.

According to the draft guidance being consulted by the Ministry of Health, there are three indicators of Covid-19 safety adaptation assessment. The draft guidelines also provide 4 levels of disease risk and corresponding response measures, including: Level 1 (low risk - new normal), green; level 2 (medium risk), yellow; level 3 (high risk), orange; level 4 (very high risk), red.



























The associations believe that the guidelines in the draft do not take into account the differences in the pandemic situation between regions in the country, so there is a lack of flexibility.

The draft stipulates that more than 80% of people over the age of 50 receive the full dose of vaccine. The associations said that, with the current pandemic situation in Ho Chi Minh City, if this regulation was applied to the disease risk assessment, Ho Chi Minh City would be in the risk group of level 4. And so it would take a long time (2-3 months) the city can open its economy. In addition, the draft guidance still contains many regulations that are only suitable for the "zero Covid" undertakings, which greatly affects the economy. For example, regulations on centralized isolation with F0, F1; only treat F0 at home with pandemic cases at level 3 and 4; or stop operating commercial centers and tourist and resort establishments in level 4 areas...

According to the associations, these regulations should only apply during the transition period. When you have reached the stage of living with the virus, having injected enough vaccines, but still prescribed concentrated isolation of F0, F1, tracing... will be very expensive, overloading the health system. "Should completely abandon the sending of F0 to concentrate isolation when transitioning to the new normal, the health sector specific guides F0 to treat at home and apply a Covid-19 green card," leaders of 8 business associations said.

The associations all emphasized the point of view that once the vaccine is fully vaccinated, restrict travel with people who have received the full dose or have recovered from the disease, limiting economic activities and public transport, it is "unnecessary". People who are fully vaccinated should be allowed to go to work, and based on the occupancy rate of hospital beds and ICU rooms to come up with appropriate pandemic control measures. On the other hand, if the criteria for pandemic’s level 1 (new normal) are immediately applied to areas that are under good control of the disease without having enough vaccines, there will be a risk of the battle breaking down.

Currently, 38 provinces and cities have well-controlled the pandemic, so they have not implemented or removed Directive 16, including Hanoi. The draft stipulation that less than 20% of new cases per 100,000 people a week is a low-risk group when the vaccination rate is still low in these provinces and cities, which is not suitable with the situation and the ability to control current translation.

According to calculations, with a threshold of 20 cases per 100,000 people/week, equivalent to 230 new cases every day in Hanoi (estimated on data that the capital has 8 million inhabitants). In the 4th pandemic, Hanoi had about 50-70 new cases a day, and it took nearly 2 months of lockdown under Directive 16 to basically control the pandemic. This fact shows that if it takes up to 230 new cases a day to lockdown, there will be a high risk of breaking the battle like Ho Chi Minh City.

Therefore, in the provinces, cities and regions where the pandemic is well controlled, instead of immediately changing the anti-pandemic status, there must be a separate strategy in the transition period (3-5 months). During that period, the localities in this area will apply anti-pandemic by points, without the large-scale lockdown, before fully opening the doors to live with the pandemic when have had enough vaccines.
