Government policy highlights last week

Supplementing support policies for the elderly and people with disabilities; strictly implementing the restoration of passenger transport; the establishment of a special working group to remove difficulties for affiliated businesses affected by the COVID-19 epidemic... are the government's policies to support businesses and people that were highlighted last week.
 

On the issue of supplementing support policies for the elderly and people with disabilities, According to Resolution 126/NQ-CP of the Government amending and supplementing Resolution 68/NQ-CP dated July 1, 2021, of The Government on supporting employees and employers facing difficulties due to the COVID-19 pandemic, in Clause 7, Section II, supplements the cash support policy for the elderly and disabled as follows: The elderly and people with severe disabilities, people with extremely severe disabilities as prescribed in Clauses 5 and 6, Article 5 of the Government's Decree No. 20/2021/ND-CP dated March 15, 2021, must be treated for infectious diseases. COVID-19 (F0) or medical isolation according to the regulations of the competent State agency (F1), the State budget will support an additional 1 million VND/person during the treatment and isolation period from the 27th. April 2021 to the end of December 31, 2021.

Resolution 126/ND-CP also amends and supplements: Policy on temporary suspension of contributions to the retirement and survivorship fund; policies to support employees to suspend labor contracts or take unpaid leave; policies to support employees who are terminated from work; policies to support employees to terminate labor contracts; policies to support business households; loan policy to pay wages to stop working and restore production.

Last week, the restoration of passenger transport was a matter of great concern. At Official Dispatch No. 1322/CD-TTg of the Prime Minister, in order to gradually restore passenger transport activities in a cautious, safe, and effective manner, the Prime Minister requested: Passengers traveling by air have been directed by the Government in Notice No. 263/TB-VPCP dated October 8, 2021; However, according to the report of the Ministry of Transport, currently some localities have not followed the above instructions as well as the regulations of the Ministry of Transport and the Ministry of Health. It is requested that localities review, adjust and strictly implement the above directives.

Assign the Ministry of Transport and the Ministry of Health to supervise, guide, and inspect the implementation of the localities; promptly correct and handle according to its competence cases of improper implementation; report and propose to the Prime Minister to consider and handle cases.

Deputy Minister of Transport Le Anh Tuan signed Decision 1786/QD-BGTVT, adding 2 more routes into operation during the pilot period. Accordingly, the Ministry of Transport decided to add Ho Chi Minh - Ca Mau and Hanoi - Dien Bien routes to the list of pilot routes reopening until the end of October 20.

According to this decision, from October 10, 2021. to the end of October 20, 2021, it is expected to reopen some domestic routes. Specifically, each day there will be 38 flights, including 13 flights from Ho Chi Minh City to Binh Dinh, Da Nang, Hue, Khanh Hoa, Nghe An, Phu Yen, Quang Binh, Quang Nam, Thanh Hoa, Hai Phong, Phu Quoc, Gia Lai, Rach Gia with frequency 1 round trip every day.

In addition, the Committee for the Management of State Capital at Enterprises decided to establish a special working group to remove difficulties for affiliated enterprises affected by the COVID-19 epidemic. Accordingly, the Special Working Group of the Committee for the Management of State Capital at Enterprises is headed by Chairman Nguyen Hoang Anh; Vice Chairman Nguyen Ngoc Canh is the deputy team leader.

The special working group also includes the General Department, the Energy Department, the Personnel Department, the Legal Department, the Internal Control Department, the Technology and Infrastructure Department, the Agriculture Department, the Industry Department, the Commission's Office, and the Information Center. The task of the Working Group is to direct the effective implementation of solutions according to the Resolutions of the National Assembly, the Government, and the direction of the Prime Minister; proactively and closely coordinate with relevant ministries, branches, localities, and agencies, actively grasping and removing difficulties, recommendations and proposals of 19 groups and corporations under the Commission in production and business activities.

The Ministry of Finance also issued Decision No. 1951/QD-BTC, establishing a special working group of the Ministry of Finance to remove difficulties for businesses and people affected by the COVID-19 epidemic. The working group is chaired by the Minister of Finance, Ho Duc Phoc. The group consists of 3 deputy groups and 9 members who are leaders of several units under the Ministry of Finance.

Accordingly, the Working Group has such tasks and powers as directing the effective implementation of the resolutions of the National Assembly and the Government, the direction of the Prime Minister, actively coordinating closely with relevant ministries, branches, localities, and agencies, actively capturing, exchange, and access information, and promptly take measures to solve and remove difficulties, problems.

In addition, during the week, the State Bank of Vietnam sent a document to credit institutions on the implementation of Resolution No. 105/NQ-CP of the Government on supporting enterprises, cooperatives, and business households in the context of the COVID-19 epidemic, related to solutions to support the aviation industry.

Accordingly, the State Bank requested credit institutions to continue accompanying, facilitating, and supporting airlines affected by the COVID-19 epidemic in line with the Government's guidelines and the Bank's direction. State goods and current regulations; consider supporting airlines as an important task in the period from now to the end of the year and the following years. At the same time, credit institutions actively work and coordinate with aviation businesses to advise, support, and implement credit solutions within their competence to remove difficulties for customers.

Moreover, credit institutions also continue to synchronously implement solutions to support aviation businesses facing difficulties due to the impact of the COVID-19 epidemic such as restructuring debt repayment terms, interest exemption and reduction, etc. fees... according to the provisions of Circular 01/2020/TT-NHNN on the rescheduling of debt repayment, exemption, and reduction of interest and fees, keeping the same debt group. This is to support customers affected by the COVID-19 epidemic and especially the newly issued Circular No. 14/2001/TT-NHNN.
