Green growth - the foundation for sustainable development

Over the past decades, the great progress of science and technology, as well as the breakthrough of the 4.0 revolution, have opened up many opportunities for growth. Investment trends for smart manufacturing activities, building e-government, smart cities, smart industry and agriculture… have become popular.
The emergence of the COVID-19 pandemic from 2020 is a great human event, creating a large-scale crisis, changing the world in many fields. Controlling the spread of the disease, limiting the impact and recovering from an economic downturn are the top priorities of countries. It is also an opportunity for countries to reassess economic development models, raise public awareness of the serious threats posed by environmental and health issues, and take advantage of changes from epidemic. In that context, Vietnam continues to affirm its international commitment to the implementation of the 2030 Sustainable Development Goals and the Paris Agreement on climate change.

Green growth has been concretized in the National Green Growth Strategy for the period 2011-2020, with a vision to 2050; National action plan on green growth for the period 2014-2020; National target program on economical and efficient use of energy.


After a decade, the issue of reducing greenhouse gas emissions, greening production, greening lifestyles and sustainable consumption has gradually been laid out, creating a foundation for the political system and businesses, communities to approach with green growth. Ministries and localities have developed and issued green growth action plans. The implementation of reducing the intensity of greenhouse gas emissions and increasing the rate of renewable energy use has received more and more attention, widely in many fields. Greening production, ensuring environmentally friendly principles, investing in the development of natural capital, and actively preventing and treating pollution have been focused. Awareness of the role of green growth is raised; creating a wave of green investment such as wind energy, solar energy, garbage power ...

Initially, a system of legal documents has been formed for the implementation of green growth. The National Assembly has promulgated new, supplemented and amended a number of laws related to green growth such as: Law on economical and efficient use of energy; Law on natural disaster prevention and control; Amended Law on Environmental Protection; Law of Hydrometeorology. A number of new legal documents have been developed to promote the implementation of activities related to green growth. Specifically in the fields of: industry, agriculture, construction, transportation...

Facing the requirements set out in the new context, a new development phase of the country, on October 1, 2021, Deputy Prime Minister Le Van Thanh signed Decision No. 1658/QD-TTg approving the "National Strategy on green growth in the 2021-2030 period, with a vision to 2050”

The National Strategy on Green Growth for the 2021-2030 period sets a specific goal to strive for 2030, the intensity of greenhouse gas emissions as a percentage of GDP to decrease by at least 15% compared to 2014. Target by 2050, intensity greenhouse gas emissions decreased by at least 30% compared to 2014.

The goal is to transform the growth model towards greening economic sectors, applying the circular economy model through economical and efficient exploitation and use of natural resources and energy based on science. and technology, applying digital technology and digital transformation, developing sustainable infrastructure to improve growth quality, promote competitive advantages and minimize negative impacts on the environment.

The strategy sets out the goal of building a green lifestyle combined with a traditional beautiful lifestyle to create a high-quality life in harmony with nature. To carry out urbanization and build new rural areas to ensure green and sustainable growth goals; create a sustainable consumer culture in the context of integration with the world.

The strategy also sets out the goal of improving people's quality of life and resilience to climate change, ensuring equality in conditions and opportunities to develop capacity and enjoy the results of development, nobody is left behind in the green transition.

Development orientation for key industries and fields, the Strategy specifies, increases performance and efficiency of energy use, reduces energy consumption in production, transport, trade and industry activities, promote efficient exploitation and increase the proportion of renewable and new energy sources in production and consumption of national energy.


Developing modern agriculture, clean and sustainable organic agriculture, improve the quality, added value and competitiveness of agricultural production through the adjustment and restructuring of livestock and crops. , forestry, aquaculture and apply processes and technologies for economical and efficient use of seeds, feed, agricultural materials, natural resources...

Economic sectors that generate large amounts of waste must be reduced step by step, pollute and degrade the environment, and create conditions for the development of new green manufacturing industries. Promote green economic sectors to develop quickly to create more jobs, improve incomes, and enrich natural capital.

Promote urbanization in the direction of a smart, sustainable city, capable of coping with climate change, ensuring eco-economic efficiency, favorable for public transport development, and increasing attractiveness. , competitive and environmentally friendly, saving travel time…
