The fourth wave of COVID-19 occurred when the textile and footwear industry entered the peak season in export production with a sharp increase of the orders when the traditional markets such as the US, EU, and China all recovered. This Covid-19 wave has directly affected industrial zones, causing thousands of workers to be infected and thousands of enterprises to suspend the production.

Brands fearing the delayed delivery have moved their unproduced orders overseas. About 18% of EU enterprises have moved the orders out of Vietnam. More than 60% of textile and footwear enterprises are penalized by their brands for the delayed delivery (according to a research in September by the Vietnam Textile and Footwear Associations).

Many enterprises are facing bankruptcy while the domestic and international supply chains are broken. Workers losing their jobs, incomes and are at risk of poverty.
